A. Fire Chief:
1. Plans and organizes activities of the department with respect to utilization of personnel and equipment in fire prevention, investigation and training, fire suppression operations and general execution.
2. Resolves problems and reviews all reports, including attendance reports on fires and training. (Ord. 96-5-14-2, 5-14-1996)
3. Reviews purchases and proposed purchases for the fire department up to one hundred dollars ($100.00). Makes sure that purchases over one hundred dollars ($100.00) to five hundred dollars ($500.00) are approved by the city council member over the fire department or mayor. Makes sure that purchases over five hundred dollars ($500.00) are presented to the council member over the fire department or mayor and are then approved by the city council before the expenditure is made 1 . 4. Takes command at fires or other emergency scenes at own discretion as indicated by their seriousness, makes recommendations to the city council member over the fire department, mayor and city council for additional fire suppression facilities and equipment for long range planning.
5. Develops and supervises the preparation of annual budget requests of the department, reviews personnel performance reports, reviews summaries of training.
6. Enforces all policies and regulations of the fire department.
7. Reviews all applications for employment and makes recommendations to the council member over the fire department, and mayor for appointment and removal of personnel.
8. Directs and advises on the activities of the community emergency response team (CERT) when required.
B. Assistant Chief:
1. Assists chief in direction and control of firefighters; under the direction of the chief, directs the laying of hose lines, operation of pumps and hydrants; utilizes personnel under his/her supervision in performing actions to suppress fire.
2. Participates in salvage operations and post fire investigations, ensures firefighting equipment is maintained and cleaned after each use; takes charge whenever the chief is absent and assumes all duties of the chief.
3. Assists chief in planning fire prevention and guidance to schools, organizations and general public within the fire district.
4. Assists chief in preparing and monitoring department budget.
C. Training Officer:
1. Responsible for scheduling all department training, to include special training and/or guest speakers. Prepares and coordinates training and captains. Keeps all training records for department. Prepares performance testing for all personnel and administers same for documentation of training and status of personnel. Assists chief in testing personnel for certification.
2. If first on fire scene, takes command of incident until relieved by chief or assistant chief.
3. Has administrative assignments from the chief, such as fire prevention, inspections, training, personnel, equipment, publicity, and buildings and grounds.
4. Responsible for training all personnel assigned on department organizational chart, and assistant training officer in documenting personnel records on training conducted.
5. Administrative assignments for captains:
a. Fire prevention; captain assigned will plan, organize and administer an ongoing fire prevention program to include ordering materials, visiting schools and putting on fire prevention programs for school students, civic groups and general public.
b. Inspections; captain assigned will assist the building inspector or zoning administrator on inspections when requested for inspection on home business applications. All requests for fire safety inspections will come through the city direct to the captain, who will assign inspectors from the department. A written copy on inspection report will be furnished to the fire chief upon completion.
c. Training; captain assigned will work directly with department training officer. Will have responsibility of reviewing and formulating yearly training plans, scheduling of training drills and utilization of personnel for maximum use of training resources and time.
d. Volunteer equipment; captain assigned has responsibility of making sure all equipment issued to fire department personnel is in serviceable condition at all times. Conducts periodic inventory of all volunteer equipment and replaces when necessary. Maintains SCBAs, batteries and pagers in serviceable condition. Ensures new personnel has full issue of personal equipment as soon as possible upon joining department.
e. Publicity; captain assigned has responsibility for all publicity announcements to news media and public awareness of department as directed by the chief.
f. Building and grounds; captain assigned has responsibility for the overall maintenance and upkeep of the building and grounds, to include doors, windows and lights. Coordinates with the city employees for repair and/or replacement of items.
D. Chief Engineer:
1. Responsible for equipment and vehicle readiness at all times. Coordinates any repairs with public garages to ensure that all equipment and vehicles are maintained properly, inspected and licensed, and are ready for use at all times. Repairs minor malfunctions and failures of equipment on own initiative.
2. Works directly with truck engineers to ensure all scheduled maintenance operations are performed and all equipment and vehicles are operational.
3. Reports to chief any problems on equipment and vehicles not available for use.
E. Truck Engineer:
1. Services and maintains all equipment and vehicles ensuring vehicles are ready to go at all times.
2. Checks all equipment and vehicles weekly, makes note of any deficiencies on vehicle log and reports same to the chief engineer.
3. Performs monthly maintenance and is responsible for the cleaning and washing of the vehicle. Truck engineers are to operate assigned vehicles and equipment whenever the situation allows. Maintenance and washing should not be performed at training meetings unless the training so requires use and clean up of equipment.
F. Firefighter/Driver:
1. Drives fire apparatus to scene of fire. Has responsibility for vehicle readiness and for its functioning at the fire scene. Operates pump and equipment at fire scene, hose line, operates nozzles, participates in salvage operation, cleans and maintains apparatus and other firefighting equipment at the station.
2. Checks operating condition of hydrants.
3. Performs station maintenance work.
4. Participates in drills and training sessions.
G. Familiarize With Duties: It is the personal responsibility of all volunteers to understand and familiarize themselves with their duties and the responsibilities of the position. (Ord. 96-5-14-2, 5-14-1996)
