4-1-3: COMMAND AND CONTROL:
   A.   Chain Of Command: Under the direction of the mayor or city council member over the fire department, the fire chief is responsible and in charge of all functions of the fire department, both at the scene and at the station. In his/her absence, the assistant chief shall take command. The chief shall report to the city council member over the fire department or in the member's absence, the mayor.
   B.   Appointment And Terms: Appointment and removal of the fire chief shall be by the mayor with the advice and approval vote of the city council. Recommendations of appointment and removal of other officers and firefighters shall be made by the fire chief to the city council member over the fire department, and mayor's final approval.
   C.   Chain Of Command At Scene: In the event the chief or assistant chief is not available at the scene of a fire, the following chain of command will take precedence: training officer, chief engineer, captain, senior volunteer of department. (Ord. 96-5-14-2, 5-14-1996)
