4-1-2: EMPLOYMENT QUALIFICATIONS AND STANDARDS:
   A.   Conduct: In matters of general conduct, volunteers shall be governed by these rules and regulations and by ordinary and reasonable rules of behavior, and shall commit no act tending to bring discredit upon the department or its volunteers. No volunteer shall conduct himself/herself in a manner that may be taken as to be unbecoming of a firefighter. No volunteer shall gossip, spread rumors or do anything by work or action to cause unrest or dissension among volunteers of the department concerning any volunteers' personal character or conduct. All complaints shall be brought before the chief or assistant chief for review. No volunteer shall use obscene, uncivil or boisterous language, or engage in an altercation or fight at the scene or at any place where the department is present. All volunteers shall treat the public with courtesy and respect at all times.
   B.   Driver's License: All members shall possess a valid driver's license, issued by the department of motor vehicles of the state.
   C.   Performance: All volunteers shall perform, to the best of their ability, any tasks or activities that are necessary to maintain, protect or improve the station, equipment or facilities controlled by the department, as well as carry out the policies and responsibilities of the department. All recommendations shall be forwarded to the fire chief, then to the city council member over the fire department, then to the mayor. All volunteers will be evaluated on a continual basis pertaining to the performance of their duties.
   D.   Personal Gain, Gifts And Department Property: No volunteer shall use the uniform, badge, ID card or prestige of the department for the purpose of personal gain. No volunteer shall lend, give away or appropriate for his/her own use, any department property. All volunteers shall comply with personnel policies. No volunteer shall accept a reward, fee or gift from any person for services incident to the performance of his/her duty as a volunteer of the fire department.
   E.   Applicants: All applications for membership in the fire department shall be in writing and shall be filed with the city recorder. All applications are referred to the fire chief and assistant fire chief for review. Upon final selection of an applicant, a personnel action form must be completed and signed. The city is an equal opportunity employer. No person shall be disqualified upon the basis of race, color, national origin, gender, age or handicap. An applicant, when selected for employment, will be required to pass a physical fitness test and medical examination, as directed by the city.
   F.   Residency Requirement: Applicants are not required to be residents of the city. Volunteers making application for employment in the fire department must reside within a five (5) minute response time radius of the fire station. Upon moving outside this response time, personnel will immediately notify the chief and submit resignation to the department.
   G.   Safety: All personnel of the fire department will comply with city personnel, safety and health policies.
   H.   Discipline: All discipline shall be handled in accordance with the city personnel policies. (Ord. 96-5-14-2, 5-14-1996)
