Before an excavation permit shall be issued under this chapter, any permittee, with the exception of all public utilities under the jurisdiction of the Nevada Public Utilities Commission and having a current franchise with the City, shall file with the City Clerk a certificate of insurance showing a minimum combined single limit liability insurance policy of five hundred thousand dollars ($500,000.00), such policy to include, but not be limited to, collapse and underground damage.
