When an emergency requires any excavation, the permittee making the excavation shall notify the City Police Department. The permittee shall provide the Police Department with the location of the excavation, the start time and a description of the project. The permittee must obtain a City excavation permit on the next business day. The permittee shall be responsible for properly compacted placement of all backfill and base required to establish a smooth road surface, shall perform appropriate compaction tests and shall provide the test results to the City.
