Any unclaimed or unreturned property, other than money, in the possession of the police department, unless otherwise provided by law, may be sold at auction by the chief of police or his representative to the highest bidder after being held by the police department for a period of at least ninety (90) days or being held for ninety (90) days from the date of mailing as provided in section 5-13-3 of this chapter.
