The annual fee for a sexually oriented business use license shall be set by resolution of the city council. The investigation fee for the purpose of issuing a license shall be set by resolution of the city council. In the event that the license is denied upon application, the licensee fee shall be refunded; however, no part of the license investigation fee shall be returned to the applicant. No part of the annual license fee shall be refunded if the license is suspended or revoked. All licenses shall be issued on an annual basis from January 1 to December 31 of each year.
