Licenses required by this chapter shall be issued by the City Clerk. Such licenses may be issued by the City Clerk on an annual calendar year basis; or on a semiannual calendar year basis, the first period being from January 1 through June 30 of such year and the second period being from July 1 through December 31 of such year; or on a quarterly basis, the first quarter commencing January 1 and ending March 31, the second quarter commencing April 1 and ending June 30, the third quarter commencing July 1 and ending September 30 and the fourth quarter commencing October 1 and ending December 31. All licenses issued shall be valid for the period of time specified in such license. No licenses issued hereunder shall be transferable.
