Nothing herein shall prevent a person whose license has been previously terminated or suspended from applying for a reinstatement of the license; provided, the foregoing application for reinstatement shall not be submitted within six (6) months of the date the previous license was terminated or suspended. If a licensee has shown proper cause, the city council may, upon a unanimous vote, reinstate any license which has been previously terminated or suspended and may at such time also remove, change or modify all or any restrictions or conditions which have been set pursuant to this chapter, or may at such time impose any new restrictions or conditions upon the license it deems appropriate.
