Except as provided in section 1-1-2 of this chapter, and unless expressly continued by specific provisions of this code, all ordinances of the city of a general, public and permanent nature enacted prior to the date of passage of this ordinance, are hereby repealed, effective coincidentally with the effective date of this ordinance.
