Every person owning a commercial shopping center, or the agent thereof, shall, within thirty (30) days after the effective date hereof, and within thirty (30) days after completion of any new commercial shopping center, place or cause to be placed a number identifying that business on the back door of each business in the shopping center in such a manner that the police, fire department and other persons responding to an emergency can readily locate the business within the shopping center.
