Every person owning any mobile home park or recreational vehicle park, or the agent thereof, shall, within thirty (30) days after the effective date hereof, and within thirty (30) days after the completion of a new mobile home park or recreational vehicle park, place or cause to be placed the number of each space on each space in such a manner that the police, fire department and other persons responding to an emergency can readily locate individual spaces within the park.
