4-1-3: PROVISION FOR CONTINUITY:
The provisions of this Title, to the extent that they are substantially the same as those in effect prior to its adoption, shall be construed as restatements and continuations thereof and not as new enactments. (Ord. 1975-A, 3-5-75, eff. 4-1-75)
