The existence of garbage, rubbish, construction waste materials, abandoned vehicles, auto bodies or waste matter of any kind, upon any public or private highway, street, alley or road, or any lot or parcel of land, whether public or private is a public nuisance and the removal thereof is necessary to protect the health and safety of the inhabitants of Elko County. In addition, any violation of this Chapter is hereby deemed to be a public nuisance, and may be abated by the Code Enforcement Officer or his designee, irrespective of any other remedy hereinabove provided.
