It shall be mandatory for the owner of all houses, buildings or other properties used for human occupancy, employment, recreation, commercial industrial or other like purposes situated within the Town and abutting on any street, alley or right of way in which there is located a public sanitary sewer, to connect to such sewer within ninety (90) days following enactment of this Chapter for use whenever such public sewer line is within three hundred feet (300') of any building discharging sanitary or industrial waste.
