Every premise to which service is furnished by the sewer system of the unincorporated Town of Jackpot, and every premise to which such sewer system service is available, as that term is defined in Section 9-2-16 hereof, shall be charged for such service in accordance with the rates and charges herein placed in effect; provided, however, that in no event shall any such charge be less than one dollar ($1.00) per calendar month.
