9-2-15: CHARGES AND RATES FOR SEWAGE DISPOSAL OUTSIDE TOWN LIMITS:
Persons owning property outside the corporate limits of the Town but adjacent to and abutting upon a sanitary sewer main owned by the Town may, upon receipt of a permit from the Director, discharge sewage into said sanitary sewers.
Such a permit shall be issued only upon the written application of the property owner and subject to the following terms and conditions:
   (A)   The applicant for any such permit shall attach to the application a plumbing construction permit duly issued to applicant or his contractor by the Elko County Department of Buildings and Inspections for the construction of a side sewer.
   (B)   The applicant shall agree to pay a monthly sewer service charge for sewer service and connection fees in an amount charged to residents of the unincorporated Town of Jackpot as set forth and established pursuant to Section 9-2-16.
   (C)   Future service connections to property abutting the sanitary sewer main on which a sewer connection charge has not been paid, but which adjoins a specific parcel of property previously charged, shall be subject to the charges as hereinafter set forth.
   (D)   Any and all monies received from sewer construction charges pursuant to the provisions of this Section shall be placed in the Jackpot Enterprise Fund for the use and benefit of the sewer utility.
   (E)   All ordinances, rules, regulations and procedures relating to the use, maintenance and connection to sanitary sewers in the Town as the same are now or may hereafter be adopted by the Town shall apply with equal force to such sewer connection, and any violation of any such ordinance, rule, regulation or procedure by any property owner connected to a city sewer pursuant to the provisions hereof may result in the disconnecting of said sewer by the Town, which event the owner of the property shall forfeit all rights to any moneys paid pursuant to the provisions of this Section.
   (F)   The owner of any property connecting to the sanitary sewer system of the Town, pursuant to the provisions hereof, shall permit an inspection of his premises at any and all reasonable times by the Director for the purpose of ascertaining whether or not said connection has been properly made and whether or not the use of said sanitary sewer is in accordance with the ordinances, rules and regulations of the Town pertaining thereto.
   (G)   In the event of a change in ownership, or if property is rented, the new owner or renter shall likewise be invoiced for payments per subsection (C) above. The refusal to make said payments may result in the disconnecting of sewer by the Town.
