No unauthorized person shall maliciously, wilfully, or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is a part of the sewerage works.
It shall be unlawful for any person to deposit any garbage, rubbish, dead animals, or any substance having a tendency to obstruct the flow of the sewer in any manhole, clean out or sewer opening.
