The Board of Directors shall review any decision made by the District representatives or agents in interpreting, applying or enforcing the provisions of this Chapter, and any order, requirement, decision or determination relating thereto, upon the receipt of an application or petition in writing requesting a review of such decision. In exercising its powers of review, the Board may in conformity with the provisions of the law, reverse or affirm wholly or partly or may modify the order, requirement, decision or determination appealed from and make such order, requirement or determination as ought to be made.
