9-1-7: CREDIT ESTABLISHMENT:
   (A)   Establishment of Credit: Each applicant, before receiving service, will be required to establish his credit by either of the following methods:
      1.   A cash deposit in such amount as shall from time to time be set by resolution of the Board of Directors.
      2.   Use of service for more than a year, during the last twelve (12) months of which the customer paid all water bills promptly.
   (B)   Re-Establishment of Credit: To re-establish his credit, a customer will be required to pay all back bills up to the time service was discontinued. He will be required to pay a reconnection charge and make a cash deposit as described in the regulation on deposits.
