Contracts, other than applications, may be required prior to service, under the following conditions:
(A) When construction of special extension facilities is necessary.
(B) For temporary service.
(C) For standby service or fire service.
(D) For connections with other qualified utilities.
(E) For meters or service connections larger than two inch (2").
