It shall be lawful for the police officers of the Township, County and State to inspect or cause to be inspected at any time the lights or brakes on any and all motor vehicles, and to prohibit the driving and/or operating the same on the streets, alleys and highways in said towns and cities when such motor vehicles have defective lights or brakes, and to cause the arrest of any person so driving, operating or in charge of any such motor vehicle who has failed to equip the said motor vehicle with proper lights and brakes.
