Whenever a defendant pleads guilty, guilty but mentally ill, no contest or is found guilty of a misdemeanor or violation of any Elko County code, the Justice of the Peace shall include in each sentence the sum of ten dollars ($10.00) for each misdemeanor or violation as an administrative assessment for the provision of court facilities and render a judgment against the defendant for the assessment.
