For the purpose of prosecution for violations of any section of this chapter, it shall not be necessary in order to obtain a conviction to prove notice or knowledge on the part of the owner that the animal was in violation of the provisions of this chapter at the place and time charged. Failure to fully comply with the provisions of this chapter shall be sufficient to obtain a conviction. (Ord. 1994-A, 3-3-1994, eff. 3-17-1994)
