2-1A-1: CITIZEN'S ADVISORY COUNCIL CREATED:
   (A)   The Board of County Commissioners, acting as the Mountain City Town Board, Town of Mountain City, State of Nevada, has determined the Town board can best be served by the appointment of a Citizen's Advisory Council to act in an advisory and liaison capacity.
   (B)   The provisions designating the powers and duties and providing the qualifications of the members of said Citizen's Advisory Council shall be substantially the same as those listed in NRS 269-0242.
   (C)   The Citizen's Advisory Council shall consist of not less than three (3) nor more than five (5) members.
   (D)   Each member of the Advisory Council shall be a resident and qualified elector in the Town of Mountain City.
   (E)   The members of the Advisory Council must be appointed by the Board of County Commissioners from a list of a number of qualified persons, equal in number to the number of positions on the Advisory Council which are to be filled, elected at an informal election. Notice of the election must be posted in accordance with NRS 241.020. The election must be held in the Town in November of the year of the general election.
      1.   Any qualified person seeking election to the Advisory Council shall submit his name to the Council not less than thirty (30) days prior to the next Council meeting in the year of the election.
      2.   The Council shall post the names of all persons seeking election on its agenda consistent with NRS 241.020.
      3.   An informal vote in a manner designated by the Council shall be held for each member seeking election.
   (F)   The list of names of the persons elected must be presented to the Board of County Commissioners at their first meeting in December of the year of the general election. The persons appointed to the Advisory Council shall serve their respective terms at the pleasure of the Board. (Ord. 1982-K, 9-8-82, eff. 10-1-82)
   (G)   The members of the Advisory Council first appointed by the Board of County Commissioners shall serve until the first Monday in January following the next general election, and thereafter the terms of office of the members of the Advisory Council are for two (2) years and begin on the first Monday in January following each general election. If a vacancy occurs in the membership of the Citizen's Advisory Council due to removal by the Board of County Commissioners, resignation of a member, death of a member or other cause, the Board of County Commissioners shall appoint a qualified resident of the Town to fill the vacancy and become a regular member of the Citizen's Advisory Council for the unexpired term.    (H)   The Advisory Council shall assist the Board of County Commissioners in governing the Town by acting as liaison between the residents of the Town and the Board. The Advisory Council and the Board shall cooperate to inform each other of all matters of interest to the Town and its residents. The Advisory Council shall not expend or contract any Town money for any purpose.
   (I)   The members of the Advisory Council shall serve without compensation. (Ord. 1982-K, 9-8-82, eff. 10-1-82)
   (J)   Should the population of the Town of Mountain City exceed one thousand (1,000) persons, then, in that event, members of the Advisory Council shall not be elected officials or elected members of any other governmental entity or body, or any public or quasi-public corporation organized under the laws of this State, including, without limitation, counties, cities, unincorporated towns, school districts, hospital districts, general improvement districts and other special districts.
