1-10-5: REPRESENTATION:
   (A)   Indigent Defendant: The Public Defender will act as counsel for indigent persons charged with a criminal offense or alleged to be mentally ill in all cases when ordered to do so by a court of competent jurisdiction.
   (B)   Delinquent Juvenile: The Public Defender will act as counsel for indigent juveniles and non-indigent juveniles alleged to be delinquent or in need of supervision, if a parent or guardian does not retain an attorney and is not likely to retain an attorney for the child.
   (C)   Child Welfare: The Public Defender will act as counsel for indigent persons responsible for the welfare of a child and/or children and is alleged to have abused or neglected a child and/or children.
   (D)   Other Cases: The Public Defender will act as counsel for indigent persons whenever ordered by a court of competent jurisdiction or by the County Manager.
   (E)   Discretionary: Nothing in this section should be construed to limit or otherwise devoid the Public Defender’s discretion to represent indigent persons in matters not herein mentioned, if the Public Defender determines that such representation is required by the United States Constitution, the Nevada State Constitution, or Nevada State Law.
