No license shall be valid except for the location for which the original application therefore was made and the license issued. In the event of the transfer of such licensed business to another locale, the original license shall be presented to the Clerk, together with a statement of such transfer, setting forth the proposed location. The license, together with the statement of transfer, shall be presented to the Town Board and upon their approval the Clerk may transfer the license. No license shall be transferred nor shall it be changed except when the business changes the name, but not the character nor ownership of the business.
