It shall be unlawful for any person, whether as principal or agent, clerk or employee, either for himself or any other person, to commence or carry on any kind of business, trade, calling, profession or occupation within the unincorporated Town of Mountain City without first having procured a license to do so, or without complying with any and all regulations of such business, trade, calling, profession or occupation contained in this Chapter.
