4-7-10: SS SCENIC AND SKYLINE DISTRICTS:
   (A)   Intent: The SS Scenic and Skyline Districts are established to present recognition of scenic and skyline areas that provides notice to prospective developers and land owners that such land areas have this zoning. The scenic and skyline lands shall be lands that if not properly developed or used will exhibit irreparable damage to natural resources and/or provide an unsightly view by the development.
   (B)   Permitted Uses: All uses permitted in other districts designated in this Zoning Ordinance shall be permitted in the SS Districts provided that the developer may first be required to obtain a use permit from the Planning Commission for the proposed use. The Elko County Building Inspector, Planning Advisor and County Manager may request such a use permit when in their judgment the proposed use and/or improvements are sufficient to constitute a threat to the natural setting and provide an unsightly view.
The permit shall include what improvements and location(s) are proposed and what impact these factors would have on SS District lands. The permit shall include the consideration of all utility installations.
