§ 32.15 MAYOR.
   (A)   The Mayor shall be the chief executive officer of the city and the head of the city government. He or she shall take care that all provisions of this code and other ordinances, resolutions and orders of the Council are faithfully executed; he or she shall faithfully perform the duties and exercise the powers prescribed for the Mayor by the Charter; and he or she shall preside over all meetings of the Council. The Mayor shall have such additional powers and perform such additional duties as may be prescribed for mayors and other chief executive officers of municipalities by applicable provisions of state law, and as may be prescribed by this code and by other ordinances, resolutions and orders of the Council.
   (B)   The Mayor, in such instances of the absence of the City Clerk from the city, or the inability of the City Clerk to perform his or her duties, may direct the City Treasurer to sign an attestation on an official city document on behalf of the city so that the official business of the city may continue. The Mayor may only request the City Treasurer to sign the official city document if he or she deems it necessary to carry out the official business of the city. The attestation signed by the City Treasurer shall have the same force and effect as if the document were signed by the City Clerk. The Mayor may only direct the City Treasurer to sign the attestation in the limited circumstances as described herein.
