§ 150.196 MEMBERSHIP.
   (A)   Membership of Board. The Board of Appeals shall consist of three members who are qualified by experience and training to pass on matters pertaining to property maintenance and who are not employees of the city. The Code Official shall be an ex officio member but shall have no vote on any matter before the Board. The Board shall be appointed by the Mayor and the Board members shall serve staggered and overlapping terms. After the appointment of the founding members of the Board of Appeals, all appointments shall be for a term of one year beginning on April 1 of the year of the appointment. Any member of the Board of Appeals who has either a total of five absences or three consecutive absences for meetings of the Board which are not resulting from illness shall be removed from office upon the affirmative action of the Chairperson of the Board and after approval of such removal by the Mayor. The Mayor shall then appoint an alternate member as a replacement to serve the remainder of the existing term and duly appoint a new alternate member pursuant to this subchapter.
   (B)   Alternate members. The Mayor shall appoint two alternate members who shall be called by the Board Chairperson to hear appeals during the absence or disqualification of a member. Alternative members shall possess the qualifications required for Board membership.
   (C)   Chairperson. At its first meeting of each year, the Board shall appoint one of its members to serve as Chairperson.
   (D)   Disqualification of member. A member shall not hear an appeal in which that member has personal, professional or financial interest. If a member does have such interest, said member shall notify the Board Chairperson immediately and the Board Chairperson shall call upon an alternate member to serve in the place of the disqualified member.
   (E)   Compensation. Compensation of members shall be determined by law and agreed upon by Board of Appeal members and city.
