It is to be understood that the intent and purpose of this subchapter are separate and distinct from other parts and sections of the codified ordinances of the city and the general laws of the state which may also be applicable. The provisions of this subchapter are applicable to the owners of such vacant buildings as set forth herein and are in addition to and not in lieu of any and all other applicable provisions of this chapter, the Health and Sanitation Code, and any other applicable provisions of the city’s municipal code.
