The Council, having elected on July 1, 1961, by vote of three-fifths of its members, to have the city become a participating public employer and thereby include its eligible officers and employees in the membership of the state employees’ retirement system, hereby declares that the city shall continue to be a participating public employer and shall conform to all applicable provisions of W.Va. Code §§ 5-10-1 through 5-10-51.
