The Council may, by ordinance, establish and, from time to time, amend schedules of fees for permits, certificates and inspections required by this chapter or by the Building Code or any other technical code adopted by this chapter; and until such a schedule is adopted pursuant to this section, the fees in effect immediately prior to the effective date of this code are hereby continued in full force and effect.
