The City Fire Chief, with approval of the Council, shall have the power to add to, or delete there from, provisions of the City Fire Prevention Code when, in the opinion of the City Fire Chief, the best interest of the general public and the city will thus be served. The City Fire Chief, with approval of the Council, may modify any of the provisions of the City Fire Prevention Code upon application in writing by the owner or lessee, or his or her duly authorized agent, of any property or installation affected thereunder, when there are practical difficulties in the way of carrying out the strict letter of the Code, provided that the spirit of the Code shall be observed, public safety secured and substantial justice done. The particulars of such additions, deletions or modifications, when granted, allowed or ordered by the City Fire Chief, with approval of the Council, shall be entered upon the records of the Department, and a signed copy shall be furnished to the applicant.
