Nothing in this subchapter shall be construed to prohibit the lawful disposal of garbage, trash or other refuse at places designated for such purposes by governmental authority, or to prohibit such disposal in standard domestic incinerators constructed for the purpose, which have been inspected by and approved as safe by the Fire Chief.
