§ 72.166 DRIVING WITHOUT INSPECTION CERTIFICATE OR LICENSE.
   (A)   It shall be unlawful for any owner or operator, or both owner and operator, of any vehicle required to be inspected under W.Va. Code § 17C-16-2(a) to operate, or permit to be operated, such vehicle on any street or highway without having displayed thereon a current and valid certificate of inspection and approval or fail to produce same upon demand of any police officer.
   (B)   It shall be unlawful for any person, except those expressly exempted under W.Va. Code § 17B-2-2, to drive any motor vehicle upon any street or highway unless such person has a valid license as an operator or chauffeur under the provisions of W.Va. Code Ch. 17.
