Whenever official traffic-control signs are placed, erected or installed pursuant to the provisions of W.Va. Code §§ 17C-6-2, 17C-6-3, 17C-6-3a or 17C-6-5, giving notice of a maximum or minimum speed limit, no driver of a vehicle shall drive in excess of such maximum speed or more slowly than such minimum speed permits.
