Full power and authority is reserved to the Council to designate, from time to time, in the interest of the general public welfare, parking positions within any parking meter zone, the use of which positions may be limited or regulated otherwise than by parking meters; provided, that such parking positions be appropriately marked and designated as the Council shall require.
