By the Federal Safe Drinking Water Act of 1974, being 42 U.S.C. §§ 300f et seq. and 1996 amendment, and W.Va. Code Ch. 16, Art. 1 and Public Health Laws, State Bureau of Public Health 64 CSR 3-1.1 et seq., the water purveyor has the primary responsibility for preventing water from unapproved sources, or any other substances, from entering the potable water system.
