§ 51.07 USE OF WATER METERS; MINIMUM CHARGE.
   (A)   (1)   The Council reserves the right to set meters and charge meter rates, whenever there is any doubt as to the quantity of water used or wasted.
      (2)   Customers shall have the right, at their option, to put in meters and pay meter rates; provided, that the kind of meters shall be designated by the Council or the Water Committee.
      (3)   Whenever meters are used, they shall be placed by the city plumbers under the direction of the Water Committee, and the cost of the meter and the cost of placing such meter shall be paid by the city.
      (4)   The city officers shall have access to the meters at all reasonable times for the purpose of inspection and care.
   (B)   Where meters are placed on the premises of any user of water, they shall be read quarterly, and collections made as from other users.
