§ 51.06 DRINKING FOUNTAINS AND FIXTURES EXPOSED TO GENERAL USE.
   No hydrants or other fixtures, except public drinking fountains, shall be placed within the limits of any street, unless such hydrant or other fixture is securely closed and protected against general use. No drinking fountains erected for public use shall have openings by which they can be used as a source of domestic supply.
