§ 51.04 PROHIBITED USES IN CASE OF SCARCITY.
   The Council shall have the right, in the case of scarcity of water, to order the discontinuance of the use of all street sprinklers, fountains and motors during the term of such scarcity, and the Committee shall be the judge of any such scarcity.
