§ 51.03 APPLICATIONS AND PERMITS TO USE WATER.
   (A)   All applications for the introduction or supply of water to any premises, or for the extension of any pipe conveying water must be made, in writing, by the owner of the premises or his or her authorized agent, to the City Clerk, on blanks kept for the purpose. Such application shall state fully and without reserve or concealment the use to which the water is to be applied and the place where the mains or pipes are to be tapped.
   (B)   No permit to use water shall be granted except to the property owner or his or her agent, and he or she shall be responsible for compliance with the established rules and regulations governing the supply and introduction of water and the rates thereof.
