The Court shall assess a mandatory fee upon each and every defendant found guilty or pleading nolo contendere to a misdemeanor violation, including traffic violations and moving violations, and all city ordinances, but excluding municipal parking ordinance violations. The County Teen Court Program shall be financed with the foregoing fee.
