There shall be taxed as part of the costs, whenever there is a conviction for violation of the city laws or ordinances, an arrest fee of an amount set by Council from time to time and a police pension fee of an amount set by Council from time to time. The arrest fee shall be paid into the general funds of the city and the pension fee shall be paid into the Police Officer’s Pension and Relief Fund.
