(A) Wireless telecommunications facilities may not be constructed or modified without a zoning permit issued in accordance with the provisions of this subchapter. Modifications to existing wireless telecommunication facilities, as of the effective date of this subchapter, are required to comply with this subchapter.
(B) This chapter does not apply to the replacement of any component of a wireless telecommunication facility where the replacement is identical to the component being replaced or to the normal repair and maintenance of a wireless telecommunication facility that does not involve the addition, removal, or change of any of the externally discernable physical components of a wireless telecommunication facility from that which was originally permitted.
