§ 33.097 OFFICERS; BY-LAWS; RULES AND REGULATIONS.
   At its first regular meeting in each year, the Commission shall elect from its members a President and a Secretary. The Commission shall have the power to adopt by-laws and rules and regulations for the conduct of its affairs. The by-laws may provide for the election of additional officers.
