The Board of Park and Recreation Commissioners shall have such further powers and perform such further duties with respect to the establishing, constructing, improving, extending, developing, maintaining and operating a city public park and recreation system as may be specified for such a Board in W.Va. Code Ch. 8, Art. 21, and shall conform to the requirements and limitations contained in that article.
