(A) The Board of Park and Recreation Commissioners shall be responsible for all policies, rules and regulations relating to the administration of a public recreation program.
(B) The Board of Park and Recreation Commissioners shall provide, conduct and supervise public playgrounds, athletic fields, recreation centers and other recreational facilities and activities on any of the properties owned or controlled by the city or on other properties, with the consent of the owners and authorities thereof. It shall have the power to conduct any form of recreational activity which will constructively and wholesomely employ the leisure time of the people.
